Angola: Parliament needs funds to pay health and building maintenance debts

The notice is contained in the draft resolution that approves the recommendations of the National Assembly to the State Budget (OGE) of 2021, which passed with 141 votes in favor, 46 against and five abstentions.
 
In the document, the deputies also mention that funds are needed to purchase biosafety material due to the covid-19 pandemic.
 
In the field of planning and finance, he recommended that subsidies for energy and fuels should not be removed, “to avoid rising prices and costs for maritime, port, fishing, agricultural and related activities, in order to encourage the national business community”.
 
The Angolan Government has been analyzing the withdrawal of the fuel subsidy for some years, which cost the state oil company about 1.6 million euros annually, according to informed in September, the chairman of the board of Sonangol, Gaspar Martins.
 
Ministerial departments were recommended to listen to the social partners during the process of preparing the OGE, with a view to sharing information for better allocation of funds, with the definition of the appropriate priorities.
 
The executive was also recommended to follow the evolution of the price of a barrel of oil in the international market and “if there is a sharp change, propose a budget review”.
 
The OGE for the 2021 financial year, with fixed revenues and expenses estimated at 14.7 billion kwanzas (19.3 billion euros), was prepared with the reference price of 39 dollars a barrel of oil, reflecting an increase of 9.9% compared to the revised OGE in force.
 
The document recommended for the area of ​​Angolan diplomacy, that from 2021 all revenues resulting from payments made in diplomatic, consular missions and commercial representations, including those arising from the return of the Value Added Tax (VAT), if any, appear in the revenue by economic nature of the Ministry of Foreign Affairs budgetary unit.
 
“That all managers of diplomatic and consular missions who are not accountable for the financial and patrimonial resources allocated to the respective budgetary units be held responsible, based on the law,” read in the draft resolution.
 
In the discussion phase in the specialty, the Secretary of State for Public Budget and Investment, Aia-Eza da Silva, criticized the lack of accountability of the Ministry of Foreign Affairs in the funds that were allocated to settle debts of Angola’s diplomatic missions.
 
In the area of ​​social action, family and the promotion of women, Angolan deputies recommended that, within the scope of the housing program, a solution be found for the resettlement of about 3,000 families displaced more than a decade ago from the former “Chicala”, in Luanda, who are in a vulnerable situation.
 
The reinforcement of the bus fleet of public transport operators, in the city of Luanda, to reduce long lines of passengers at stops, was also one of 121 recommendations made by deputies.
