Port of Luanda: Angola Delivers management of Multi-purpose Terminal of the Port of Luanda to the multinational DP World

The Angolan Government has awarded the concession, for 20 years, of the Multipurpose Terminal of the Port of Luanda to the multinational DP World Limited, considering it the proposal that best serves the public interest.

The Angolan Government has awarded the concession, for 20 years, of the Multi-Purpose Terminal (TMU) of the Port of Luanda to the multinational DP World Limited, considering that the proposal of this company is the one that best serves the public interest.

According to a press release, the Ministry of Transport approved the final report of the international public tender, launched in December 2019, for the concession of the Multipurpose Terminal of the Port of Luanda, submitted by the respective Evaluation Commission, which classified the proposal submitted by the competitor DP World Ltd as the one that “globally most satisfies the public interest”.

In the proposal submitted by DP World Ltd, the multinational presents as an advantage, over the other competitors, payments that over the concession period will represent a payment value exceeding US $ 1,000 million (819.2 million euros, of which 150 million dollars (122.8 million euros) will be paid on the date the contract is signed.

In addition, another feature of the proposal is a “current value (VA) of payments to the grantor in excess of four hundred million US dollars (USD 440,000,000.00 [360 million euros]), with reference to the year 2020”.

Another advantage is the execution of an investment plan in an amount above 190 million dollars (155.6 million euros) to be carried out over the 20 years of the concession, of which more than 70% will be made using national incorporation.

The document states that the investment plan provides for the rehabilitation of the physical infrastructure of the TMU wharf, the carrying out of civil works necessary to implement a new TMU plant plan, and the maintenance of jobs for staff assigned to the terminal is also an advantage.

In the final report, the evaluation committee also includes among the advantages the proposal for the rehabilitation and acquisition of equipment, which will allow the transition from the TMU operation to an operation based on an RTG crane, in line with the best international practices, as well as the creation and external logistics platform, to achieve an objective traffic volume of 700,000 TEUS / year, supported by a modern port management system.

The Port of Luanda TMU is a port infrastructure dedicated to the simultaneous operation of general cargo and containers, with a 610-meter wharf, with a depth of 12.5 meters, with an area of ​​181,070 square meters with capacity for handling 2.6 million tons per year.
